Nope he's being a dick!Why would they charge more for doing less? Table service increases staff costs and slows down service.
Let's see how he reacts when someone asks for a taster. Via an 'app'. At their table.

As well as points made by others above, this guy states he is 'a big advocate for European-style service' - does he not realise that usually means staff coming to your table to take the order, not inflicting app usage on the customers?
It's a great shame, as I really like to don a dungeons and dragons cloak before heading out for a beer...
