I thought pubs were always part of the community?
The trouble with this story is that it stinks of common sense and community spirit. Some petty official is bound to come up with a reason not to do it (my money's on Elf and Safety, the Fun Police or the anti-alcohol lobby).

All of those. Pubs are deemed by the grown-ups to be Bad Wicked Places full of Bad Wicked People. So by the time you are 14 or so you can't wait get in and be part of the action.
