Default Which administrative area technically has the most pubs?

As above given the accumulation of urban areas which administrative area actually has the most pubs? Obviously London boroughs are London boroughs as this should see a plethora. Greater Manchester is made up off lots of local authorities. So interested to see where next features. Had a quick skirt around and oddly some large cities seem lacking. Not sure if that's due to pubs not being added...
