Just an idea, but as a work-around could you mark as open again and then re-mark as permanently closed?

I did consider that but thought I'd have to wait for the 'open' notification to be approved before I could mark it as closed again.

We have sorted that now. You are both right, the work around for the moment is to mark it as open then closed, but it is probably too much hassle for anyone else to do.
