Quite possibly but there are a lot of egrets about.

Reminds me of 'witty' musings attached to pots in pubs suggesting a tip, such as 'Change is Good', 'Time for Change' or 'Get Your Tips Out'.
I think the chief egret is depicted in the photo that Ray took. Though I'm not sure why he has a little owl perched on his shoulder. Surely the whole thing is a gentle spoof of the announcements that used to be seen on TV three years ago. The explanations of the changes in the regulations being so hard to understand, especially to people who'd only had a rudimentary education, were what led those in charge to say, "oh f*ck it, let's just have a party".
