Default What Constitutes a 'Substantial Meal'?

If I go to a gastropub which sells minimalist pretentious stuff or to a pub which doesn't do food, but I have a pickled egg for starters, scotch egg for mains and a packet of salt and vinegar for pud, which is the more 'substantial'? And what about pubs where you can BYO food?

From the announcement of Yorkshire Lockdown on BBC News at 1 today they only referred to pubs that don't serve food having to shut, no mention of substantial meal requirements.

From BBC Newsbeat: Coronavirus restrictions: Is a pasty enough to keep a pub open?

A 'pub' in Preston is doing 1p burgers.
As we saw with Liverpool gyms the only way to get Teh Rulez overturned is to fight back. Comply and they make things even worse.

Must be right if this A-board from a pub near me is anything to go by.

This was certainly substantial enough, I only wanted a couple of pints.
