All he's said is that he "is planning to reopen [his] pubs 'in or around June'." If he didn't plan for it and then the government allowed pubs to open in June, he would be criticised by shareholders and everyone else for not planning. I've got no liking for Tim Martin and I have boycotted his pubs for some time now (have you observed how the share price has fallen?), but this is not even a storm in a tea-cup.

It sounds to me like he's just trying to force the government's hand. If the government don't give the green light to open pubs then the police will shut them down. If it requires minimum customers along with continued social distancing then JDW are the chain least able to carry that out. I doubt if any pubs could survive the constraints resulting from social distancing.
I certainly wouldn't make the fairly lengthy journey to Wanstead just to see what it's like.
