They have a seemingly prosperous waste disposal business; I seem to recall they demolished the pub to facilitate access to it. They have a house and they also own the land where the pub stood. If they rebuild the pub, they will have the right to sell - and make a profit from - it. If they declare themselves bankrupt, then presumably their assets can be seized. When The Carlton Tavern was rebuilt, the owner could easily have high tailed it back to Israel and washed his hands of all responsibility.
