    Upton is included in the postal districts of The Wirral and Prenton

    That is correct behaviour, the system is designed to allow areas to cross over postal districts. So the Windmill is in Prenton, the Willows is in Wirral but they are both in the Upton area, therefore Upton appears in both towns.
