Depends how you define things really.
Biggest to me would mean the most information - so lots of pubs and lots of information about them. Clearly WP & PG are way ahead on that count.
Busiest I guess is just the one with the most visitors and as far as I know BitE still leads the way (by some margin) on number of visitors.
One could argue that the 'biggest pub guide' is the one with the most reviews, in which case BitE does still have the lead. Although in 2015 PG had more reviews than BitE.
Quantity v Quality...
