Personally I'm for them, when searching new towns I find them a useful (if not gospel) aid, I know some are not so keen, but how is it that Sweeney's Bar (https://www.pubsgalore.co.uk/pubs/80631/) is rated at 9/10 when the only review on the page from Al Bundy is unrated? Maybe it's from a former deleted review , but surely if a review disappears so does the associated rating?

Looks like it, but it appears his rating is still counted (which is odd, so perhaps Dave can clarify)?

A pillock then, his ratings need to be removed as well if possible.

Perhaps he has come across from BITE, where it was possible to leave a rating without a review. Obviously common sense would dictate that as PUG makes you leave a text review with your rating one should at least make an attempt at entering some semi-meaningful text - but of course common sense is not a flower that grows in everybody's garden. It may well be that the ratings were well intended, but I would agree with the general principle that if a review (or non-review) warrants deletion then so should its corresponding score.
